We are going to see some major changes in the next few weeks that are going to affect police service. The commitment from the police officers will be the most significant thing you will notice.
Officers will still respond to take your calls, but our responses to certain calls maybe limited based on the budget cuts that are going to be proposed.
We all need to remember that crime prevention is a task that we all share.
The role of the police officer is to step into those situations that most citizens are not willing. These roles are when there is a disturbance or other situation that would be best handled by an police officer. Taking steps to handle a hostile situation is not for all citizens and not all citizens should embark on a task of resolving these disturbances. It is best to leave this task to the police officer. So dialing 911 is going to be the best option.
But there are things that you can do to make your community, neighborhood or work site safe. Being an observer is one of the best tools for crime prevention. It should be noted that if you are observant, you can prevent crime or be the source for a resolution to that criminal act. Often times, the criminal does not want to be noticed when it comes to committing a property crime. They want to strike and leave without being noticed.
By using your observation skills, you have the opportunity to see the suspicious activity and take the necessary action to contact police to report that activity.
What do you need to know when you see someone suspicious?
First pay attention to them. Their height, weight, their clothing, race and age. You should look at them from head to toe and make a mental note or write down what they are wearing.
Do they have a hat?, Do they have a mask? Do they have short hair or long hair? Can you describe their hair? (Curly, straight, color)
Do they have any facial hair? Beard, mustache, or any other like long side burns.
If they have a mask on, what color are their hands? Can you see the eyes around the mask? What color? Can you see their eyebrows?
What color is their coat, shirt or top?
Are they wearing gloves?
What kind of pants are they wearing? What color are the pants?
What type of shoes do they have on? What color are their shoes?
Do they have a weapon? What type of weapon? Can you describe it? If you saw a picture of it again, could you identify it?
Are they in a vehicle? Is there a vehicle that does not belong in the neighborhood? What does the vehicle look like (color, make, model, 2 door or 4 door)?
So your next question is how can I get all this down so I can be a good witness?
Well, we start with being a very attentive friend. Every time you meet one of your friends, look them over and make one or two complements about them. Start at their head / face and move to their feet. Then complement them on something that you noticed about them.
Another way to practice is to look at people as you pass them, at the mall, store or park. Then when you can no longer see them, describe them. Then look back and see how close your description is if they are still in sight.
Practice does make perfect. You can become a great observer, you just have to try.
Spend a few days and see how well you do with your friends.
Then observe strangers and describe them.
See how accurate you can be with the description.
Your observation skill can also improve as you walk through parking lots. Look at the vehicles. What color are they, what make and model. The more time you spend looking at vehicles parked, you may become a better observer.
An example would be; "It was a Blue Chevy Impala, 4 door vehicle with tinted windows. It had an Oklahoma vehicle tag". If you can remember the tag number, that would be great too.
All this takes practice.
But with time you can become observant enough to realize that someone you see is up to no good. Watch them long enough and they might go somewhere else. Watch them long enough, you may be able to describe them so they can be apprehended by police.

The Police Department lay offs
It has been some time since I have been bloggin. Having computer problems, and some other issues, I have just lacked the dedication to make this effort to blog on a daily basis.
In the present light, I think that it is going to be important to make continuous blog posts. I am going to take this opportunity to be as informative as I can with anyone who is interested in reading this blog.
I posted a link to Ron Yorks' blog. Mr. York is a CPA in the Oklahoma City area who has been assisting officers across the county. His efforts are the reason why police officers are paid what they make, according to their expertise. In his blog, he writes about the twin cities (Oklahoma City v. Tulsa).
Now it is his opinion, but if you read this post, you may agree with him on the two larger cities in Oklahoma. I think that it is going to be ever so increasing to be informed. If you are not, you may find yourself as a victim of a criminal act.
What will you do?

Who is going to investigate it?
All this is going to become a future issue that is going to need to be solved.

An Interesting Call
I received a very interesting phone call that made me laugh. I just have to wonder what some are thinking (or in this case not thinking).
An attorney's office called asking to speak to me about a collision that I worked in 2006. This is not overly unusual.
The staff person in the attorney's office provided me the case file number and asked if it would be okay for the attorney to call.
Now here is where I laughed. I think I made a strong impression on her. The attorney still has not called.
She wanted to know if it would be okay for the attorney to call. She then informed me that the attorney's were in the middle of their civil trial. That they would not be able to call until the Judge recessed the case for the night.
She then told me that a witness was testifying in the case and that his testimony was contrary to what was in my police report. Not having the ability to look at the report, I could not tell her anything. I also told her that I was not going to be much help without looking at the report.
She then informed me of the location of the collision. Again, this is not unusual. What was very unusual is the fact that she thought that I would immediately know about this collision and would have an idea of what happened, who was involved and what they told me at the scene. She then informed me that she could fax it to me. When I responded that I did not have a fax machine, she got flustered.
I know that we all should remember each and every event in life. I know that some are really good at knowing their job and the location of many things. There is a gentleman who works in traffic engineering. He can tell you where every sign and what type of sign is in Tulsa. IMPRESSIVE!
I guess my difficulty is in the numbers. I looked over my statistics one month. I worked an average of three (3) collisions a day. Now working five (5) days a week, that would be about fifteen (15) collisions a week. Now in a four (4) week period, that would be about sixty (60) collisions a month. Now in one years time, I might have worked an average of seven hundred and twenty (720) collisions. In this mix is several fatalities, which means the investigations are intense and time consuming.
Now to have an attorney's office call, while in the middle of their trial is unbelievable. I have testified in many civil and criminal trials dealing with traffic collision. In many of these cases, the attorney met with me multiple times and conducted some pre trial conferences.
I can only remember one other case that is similar to this one. On the morning of the trial (day one), the attorney thought that he should subpoena the reporting officer (that would be me). This was after the jury was selected.
I had to explain to the judge, at 0830 hours (8:30 am), that I had just received the subpoena at 0700 hours (7 am) and that I needed to make arrangement for my children. This judge was so generous. She gave me till 1100 hours (11 am) to go home, plan for my children, get some sleep and return to court.
As I left the judge's chambers, I could hear her yelling at the attorney. She was shocked that he would wait until the day of the trial to subpoena the reporting officer on a case that was planned (on the docket) for one year.
Her last comments to the attorney, "Sir, you better make sure that you compensate that officer for his time, inconvenience and his testimony. I am sure that his information is going to be beneficial to your case. And if I ever hear that you have done this again, I am going to hold you in contempt and excuse any witness who receives a subpoena at the last minute."
What really struck me was the judge's comments about case preparation. I guess what made me laugh this time was that this attorney was really prepared for his case. I am sure that somewhere in law school, they talked about case preparation. I am also pretty sure that they talked about discovery and how that discovery applies to witnesses. I am also pretty sure that they might have discussed pre trial conferences with witnesses.
See I believe this to be true, because one very important learning statement in law school is: NEVER ASK A QUESTION THAT YOU DO NOT KNOW THE ANSWER!
In this case, if a witness is testifying and that testimony does not match what was originally reported, then you should have a witness, ready and waiting to discredit that testimony. That means, plan ahead. Have a pre trial conference with all those involved in the case. Plan on what will be testified too. Review depositions and develop strong questions for your case.
Maybe they should add a continuing education class on "During the trial is not the time to seek out information and or witnesses"
Maybe I will suggest this to the Bar Association. I wonder if I have the credibility to be the one to provide the lecture? Just a thought.

At A Loss
With my last post, I ponder many points within our agency. I have seen some blog etiquette about not saying anything negative about work, co-workers et. al.
So I have been having fun with work and all its chaotic moments.
I married a scifi nut. I was on the edge, but I have gained a great love for the scifi moments. I then began looking at how work has been equal to those moments within the scifi world. So hang on, I think I am going to have some fun.

Sectors??????Where will we go from here>>>?????
It has been a while since I have posted to this blog. Since shift change, things have been little hectic learning those things that one normally does not do when they are in a specialty unit.
Now that I am back in a radio car, they have changed some things. Many of us have joked about how life is like being on Star Trek or living in a Star Wars Community.
We have stepped away from the concept of beats. We have moved into a sector patrol. Each division is divided into two sectors for patrol. The concept is for us to move through the division and respond to calls. I am amazed at how this is working.
Some officer joke about flying within the Tulsa Galaxy, patrolling in Sector # ?. I can just hear some of those officers say, "Radio Log, star date 2009, 09 28...." Then signing out with some type of call sign.
In our sector, we are going to divide the area and have each officer in the squad responsible for an area. Getting back to basics? Speaking of basics, Sir Robert Peel has been credited for the concept of community policing. Putting officers (known as "Bobbies" on the street in an effort to prevent crime. This has often been linked to Community Policing.
Community Policing is know for many things. Often times people have a hard time defining what community policing is because of the broad usage that it has acquired. Basically community policing is working in your area, working with the citizens to prevent crime, stopping criminals and making the community a safe place to reside, work, and play.
The following is an article from the Internet describing someones take on Sir Robert Peel.
Sir Robert Peel's first principle was that the "basic mission for which the police exist is to prevent crime and disorder". Peel established the police, also known as "Bobbies" . The introduction of "beats" were performed by Bobbies as a form of patrolling. Our law enforcement agencies still have police patrolling the streets with the goal of preventing crime. James Q. Wilson and George Kelling's wrote an article, "Broken Windows: The Police and Neighborhood Safety" and called for a "return to the nineteenth-century style of policing in which police maintained a presence in the community by walking beats, getting to know citizens, and establishing the feeling of public safety and trust." (Siegel, 4th Ed.,) Wilson and Kelling asked Police administrators to get their officers out of depersonalized patrol cars and play an active role in the community by identifying the neighborhoods' problems and needs, and set a course of action for an effective response. One should really investigate this concept that Sir Robert Peel started and then they will understand some fundamentals of police work. Maybe those inside should be doing so as well.
It is not about who is closer, its not about who can respond the fastest, and its not about trying to save money. We all know that if you look at these things, you will not make a difference in law enforcement.
Public Safety is a very expensive arrangement for any community. Public Safety has for many years been called a money pit. A sink hole if you will, and every time you turn around, money seems to fall in that hole and no body seems to know where it went.
Public Safety is about providing for the community. Having a beat officer know the area. The area is the business, the demographics, and the criminals and their M.O.'s. It is about learning a specific area knowing the crime trends in that particular beat.
It is about working that particular beat. Knowing that your responsibility is to that particular beat. Your next priority is to the squad that you are assigned. Then the division in which you work.
But we have gotten away from that concept of Sir Robert Peel. We have moved to sectors and dot creation. We are concerned with crime trends. We are mistakenly looking at information forcing a connection, creating a crime trend that may or may not exist.
WE need to step back, into the 1800's and re examine Sir Robert Peel's theories. We should develop a concept of knowing our businesses in a specific location. Knowing the people who visit those businesses. Knowing who resides in your beat and knowing if they are associated with criminals. Do they have criminal records? Once you know this, then you share information with other officers to defeat those who are a pain in the backside.
Then you can have those "Offices of Special Projects........" This office is created to spefically hunt for those who are being the problem to our backsides.
Live Long and Prosper, and don't let the galaxy police catch you in the wrong sector. That is if they are not busy flying from one end of the sector to the other sector.

Overtime Opportunities
I can say that during this time in my life, I can not believe the over time opportunities that exist within the PD.
I was asked to work a half a shift for one division. After agreeing with that overtime opportunity, I was called to work another division for the entire shift. As I looked around, there were several individuals working just to maintain a minimum number of officers within the City.
From what I have seen this is may continue or change and become extremely detrimental for the community. Too many changes and someone (or more) are not paying attention to these changes.
What I know is that you should look at the entire situation (or issue) and not some selected items. Small fixes are not going to make a difference. Help us all.

Shift Change
It is that time of the year. The annual shift change for TPD. Each year, officers who are not assigned to specialty assignments go to the bid board. The bid board is the system that is used to determine where officers will work for the next year. They are able to choose their shift, days off, and division they wish to work. Well, at least those with seniority, get this option. Some just have to go where there is an opening. Its all based on seniority.
So many officers are making arrangements for this shift change. Some will have to change cars, some will have to move to another division, some will merely stay right were they are. No matter what happens, many are still going to see the same dedicated service that exists within the TPD.

BOK Center
Well to the disappointment of some, Rod Stewart cancelled his Tulsa appearance. Some folks were extremely disappointed that this occurred.
For others, Lil Wayne came to the BOK Center for what he called his "Back to School Bash". I thought that it was very funny that one band left OKC heading to Tulsa and did not quite make it. The road to New Mexico got in their way. Rapper fans alike arrived with enthusiasm and some intoxicated. One ambulance ride later, and one parent pick up, the show went on.
Then the real concert began. Def Leppard, Poison and Cheap Trick all played there. Fans arrived and it was not surprising to see folks from their teens to 68 (and they were women). They all came to enjoy the show, and it was spectacular.
This was a large crowd that arrived to see one band or another. Some were glad to see all three. I learned that some came from Springdale, Little Rock, Joplin, St. Louis, OKC, Dallas, Morris, Bristow, Cleveland, Stillwater and many more cities.
The BOK Center has been open for one year now. Paul McCartney arrived for the one year anniversary. I would have love to have seen that show, but tickets sold out pretty quick.
I think it is nice to have this center open. It is providing many opportunities for Tulsa. I just hope that restaruants, shops and clubs continue to open downtown so the patrons of the BOK Center will have someplace to visit.
What a weekend though, Friday and Saturday events brought many downtown.

Four Way Stops

I am constantly amazed that people have no idea on how to drive through a four way stop. When the traffic lights malfunction, there are times when the lights will flash red in all four directions.
Tulsa drivers will arrive at the intersection, where the lights are flashing red. When they arrive, they seem to forget all known information about red four way stops.
So here is a little help Tulsa. When the lights are flashing red in all four directions, it is really simple to get through the intersection. JUST LOOK TO YOUR RIGHT.
The vehicles on your right have the right away. So those vehicles have the right to move through the intersection. No matter if they are going straight, turning right or left, they have the right away. After those vehicles move through the intersection, then the vehicles on their right move through the intersection. It is not difficult, but you must remember to allow them to move. As they move, your turn will come and you can move through the intersection.
As you look at the diagram, you can see that there are three vehicles at the stop sign. Vehicle A should yield to vehicle B, vehicle B should yield to vehicle C. So vehicle C moves, then A moves and then B moves. Then you continue in a counter clockwise until all the vehicles have gone through the intersection.
You must remember that you must have some patience when driving. If you are, we all will get through them........I hope!

X-TRA
Today, I was hired to work 5 hours of day shift so someone could take off. I have to say, going to work at noon, and still go home at 5 is not bad.
I was surprised that when I arrived, there were not very many calls holding. So off to have my have my overtime slip signed. Once that was complete, I was ready for calls.
Dispatch was really wondering what was up with me working today. They wanted to know if I was working traffic or patrol. After that question was raised, I learned why. Dispatch was wondering if I would respond to a traffic collision. A head on crash near the airport.
A gentleman had lost a younger family member to a sudden heart attack. This guy flew down to a Texas city from the Big Apple. While he was in Texas, he realized that a friend here in Tulsa has been diagnosed with a serious disease. All this guy could say is, "Oh what a month."
Now, he was leaving the Tulsa Airport, got on the wrong road and poof, a car crash. He was nervous that the people in the other car were going to hurt him.
I thought that he would take the metaphor and get back on the bike. But this guy was just interested in taking a ride and go to the hotel. So we loaded his stuff in my police cruiser and off we went to the hotel.
He said that this experience was horrible, but the Tulsa Police Officers that he experienced and the firemen that were involved in the incident were just wonderful. He said we were all professional. I think that is wonderful coming from someone who is from New York.
To those others involved, I hope that they are okay. They were whisked away in the back of an ambulance. Not too serious, but they were more concerned with making sure that they were okay. A surprising note, they were younger than the driver from New York.
I was surprised that when I arrived, there were not very many calls holding. So off to have my have my overtime slip signed. Once that was complete, I was ready for calls.
Dispatch was really wondering what was up with me working today. They wanted to know if I was working traffic or patrol. After that question was raised, I learned why. Dispatch was wondering if I would respond to a traffic collision. A head on crash near the airport.
A gentleman had lost a younger family member to a sudden heart attack. This guy flew down to a Texas city from the Big Apple. While he was in Texas, he realized that a friend here in Tulsa has been diagnosed with a serious disease. All this guy could say is, "Oh what a month."
Now, he was leaving the Tulsa Airport, got on the wrong road and poof, a car crash. He was nervous that the people in the other car were going to hurt him.
I thought that he would take the metaphor and get back on the bike. But this guy was just interested in taking a ride and go to the hotel. So we loaded his stuff in my police cruiser and off we went to the hotel.
He said that this experience was horrible, but the Tulsa Police Officers that he experienced and the firemen that were involved in the incident were just wonderful. He said we were all professional. I think that is wonderful coming from someone who is from New York.
To those others involved, I hope that they are okay. They were whisked away in the back of an ambulance. Not too serious, but they were more concerned with making sure that they were okay. A surprising note, they were younger than the driver from New York.

Signs
Why would someone put that type of sign there, what is the meaning behind that?
Traffic signs are a way to control traffic. The traffic control device will or should control the flow of traffic. Many of these signs are not a suggestion, they are requiring drivers to do certain things. All of this is done for safety reasons. I am sure that there are many reasons why these signs were developed.
Take this sign for example. It means that littering is prohibited. Why would littering be prohibited? Well, it makes our community dirty, possibly unsafe, or for some other reason, that trash is not good for that spot.

Take for example, cigarettes. The filters they hold are not necessarily biodegradable. When smokers toss these cigarettes on the ground, they usually stay there, in that spot. If they are still burning, and they land in the grass, then they could catch the grass on fire. So what a concept, tossing cigarettes, lighted or put out cause troubles for our environment.
The next traffic sign actually controls the flow of traffic. It is not a suggestion, it is a demand. So why would people think that this sign is a suggestion? Why would you approach an intersection and not stop. This particular intersection is a blind intersection. The collisions here are usually bad. Surprisingly, this one was not that bad. No one went to the hospital, or were bleeding. When you find this sign, you should stop.
This next sign also controls the flow of traffic. It is a particular sign, directing drivers not to
complete a specific maneuver. This sign prohibits a specific traffic maneuver. The city does not place a sign at every prohibited location. The ordinance says that you shall not complete this maneuver at traffic signals, a place where the flow of traffic is disrupted, if you have to stop and back up, or if a sign has been posted. If your at a traffic signal, the other side may have a green light to turn right. It may even be a dangerous curve or hill that does not allow a driver to see other vehicles. So What sign do you hate? What sign do you think should not be there? "Sign, Sign, everywhere a sign....."

Back to Work
Today was the first day back after having six (6) days off.
I received one call to a non injury collision. Two very nice people had the mere misfortune to meet under some very sad circumstances. I think while I was gathering the necessary information, they were working on becoming very good friends.
Its not what happens, but it is how you respond to that incident that makes a difference.
Moving through the day, you are never surprised in what you are going to run into, or should I say experience.
My duties are defined as a traffic officer. That includes the issuing of citations for violations, responding to collisions, traffic hazards or anything that might or does involve an automobile.
When issuing citations, we often utilize radars to assist with speed detection. We will learn about problems from citizens who call either the Mayors office or the police department to complain about speeders. In this case, the neighbors called about speeding on a neighborhood street.
One of my first vehicles to stop, the woman was cooperative when providing the license and insurance. After she learned that she was going to receive a citation, she got quite angry. She began uttering, "Why aren't you out chasing the real problems, like dope dealers, this is crap, I have lived in this neighborhood for 10 years."
I guess that she did not like the fact that I was out issuing citations to individuals who are violating the speeding laws. Not to quote Webster's Dictionary, but someone who violates a law could be considered a criminal.
It was a real surprise though, I actually did what she requested (sort of). I stopped two more vehicles for speeding. The second driver was a "real criminal", maybe according to this one upset driver. This driver had five outstanding warrants. These warrants were for Child Abuse, Obtaining Merchandise by Bogus Check, Driving Under Suspension, Expired Tag and No Proof of Insurance. 'So I guess I caught myself a real criminal according to that one violator.'
But in reality, I caught myself fourteen (14) criminals, who violated many of the laws of Oklahoma and the City of Tulsa.
I am going to assume that since I was ordered to write citations, that this should make those two, who ordered this action, happy.

Working Special Events
Why do people like to run?
I am not sure why people like to run, but they do. And they seem to be very big fanatics about running. But why I am not sure.

This morning, I worked the Route 66 Quarter Marathon. I noticed that there were many people who were very appreciative with our presence. Some were happy that we were there. They said thank you in many ways.
Some were thankful that we were keeping them safe. Some said that thank you for missing our morning; breakfast, family or any other activity.
So to all those individuals who said thank you, "Your Welcome and see you at the next run."
It is nice to know that there are some people who are thankful that police officers out there. It is very refreshing to know that you are appreciated.

When Things Fall
I am very interested in how the media is reporting the news on a collision. The focus of the collision is pieces of the bridge fell on a vehicle as it traveled under the bridge.
Well, the piece may not have fallen off the bridge had the truck not hit the side of the bridge. I am not sure how sufficient a bridge needs to be to withstand a hit from a truck. No matter how it bad the situation, if you hit the bridge, you may cause it to be deficient.
You may be lucky if the pieces of concrete do not penetrate your vehicle. But if it does, you want the best responders to be there, to get you out and to the hospital ASAP. And that is exactly what happened.
I pray for the drivers.

I have to say that working for someone who makes up the rules as they go is extremely frustrating.
To be called on the carpet about your duties and being accountable is a very interesting issue. But to learn that your boss, who is making this a big issue also has some accountability issues.

Is It Every Okay?
This afternoon, I was called to an injury traffic collision in the area of 7900 East 41st Street. While out there assisting the officer who was assigned the collision, I had a driver, drive over the double yellow lines in an attempt to make a left turn.
Now I have to ask, "Is it ever okay to violate the law, endanger yourself and others just to make a left turn?"
Now this individual apparently thought that it was a good decision to go around a police vehicle, with flashing lights. One of these lights were an arrow stick, the kind that signals go left, right or around. Well the light was on "to go right". However, this driver thought that ignoring the light was a good idea. Crossing the center line (that double yellow line), you know the one that indicates, NO PASSING! He went across those lines and began driving in the inside west bound lane.
This driver was actually shocked that I was not happy with him. He was also shocked that I found multiple violations with this vehicle. One of those violations was having a tag that expired in January of 2009.
I guess you could say, do something stupid in front of an officer, you may deserve many citations....Oh, and you car may be towed.

Working a Overtime Shift
I got the opportunity to work an overtime shift for Gilcrease Division. At about 7:35 pm, I received a call to check an odor that was making people sick and giving them a headache. Upon arrival, we confirmed the information. There was a call that was a strong chemical smell and people were complaining about being sick.
The odor was located and a plan was put into action. After knocking on the door, we discovered the smell was stronger when they opened the door. Inside we found three males cooking meth the "shake and bake" way.
One active meth lab closed and three people got the opportunity to go to jail.
The unfortunate thing about this whole ordeal was the fact that the residence in the complex could not be in their apartment for over five hours.

Not yet committed to daily posts
Well, I have discovered that I am not committed to daily post on my blog. I will just keep working to make this my goal. I am trying to learn as much technology as I can acquire. I feel that utilizing this blog will also help me with learning other forms of technology.
Touring in a radio car can be very interesting. Once you learn you job, you have the opportunity to provide assistance and hopefully teach some people some skills or at least relieve their pain when something bad happens. Although there are sometimes when you just have to laugh.
The first radio call was to back an officer on a jackknifed semi. I was taught when I received my training for my commercial chauffeurs license, that if you truck is empty, you should drive slower and safer. I guess this guy did not get the same training. An empty tractor trailer, heading for the military depot to haul explosives. This guy just jackknifed a semi and he is hired to haul explosives! OMG, lets all get off the road, while he is driving. The photos can be seen on Channel six (KOTV.com).
So I guess I will move with a few safety tips. When it rains, and the roads are wet, you should slow down 5 to 10 miles per hour on your daily travels. It is better to arrive alive, that never make it to your destination. You also need to keep two (2) car lengths between you and the person in front of you. If you on the highway, you should keep three (3) car lengths between.
Another safety suggestion, look ahead while you drive. Scan the roadway, close to your car and several hundred yards to a mile ahead. This will allow you enough notice to move over when someone driving a junk car on the road has a flat. While they are changing the tire, they just might occupy the lane. So avoid a collision, MOVE OVER!

The question was raised today by a news crew from OKC. Should it be against the law for an operator of a motor vehicle to talk on the cellular phone? To text while driving?
Do we need another law restricting acts? Or should we target current laws & ordinances that would be utilized to enforce inattentative driving for those who talk on the phone?
Do we need a law that says if you are going to operate a motor vehicle, you should utilize a hands free device?
The one thing that I know, is that no one is going to please anyone with a law restricting the use of cellular phones. NOT even a photo like this one. A two lane road, cellular phone, and a tree line. Makes for a hard experience, but an unbelievble outcome. Surprisingly no serious injuries. He walked away, after being cut out by the fire department.
I guess the famous quote is in line here, "Fly no faster than your guardian angels can fly."

Yesterday we were told that the administrators were going to enforce a policy that requires traffic officers to wear the class A uniform. This uniform is 100% wool. I believe that for Oklahoma weather, this is a bit too much, especially in blue. But today, I went to work wearing the class A uniform.
Today, being in a vehicle may have been a little difficult. Specific traffic laws should be observed to keep yourself from getting into a collision. Especially if you do not know the area very well. When a light is green, it may not give you permission to turn left. The sign may say something like, Left Arrow protects left turns, solid green requires one to yield to any vehicle that is close enough to constitute a hazard. If you don't, you may get T-Boned as you make your turn.
The other call, that created some controversy, is that pesky little turn lane (fifth lane, third lane, the lane used for left turns only). This lane is not used for merging, neither is it used for normal driving, just cause you want to get there faster. But if you choose to drive in this lane, then you may crash when someone is going to enter the lane legally.

Working in the Rain
I am not sure why this happens, but people seem to drive everyday like it is sunny outside. When it rains, they should be cautious, but they drive ("drive 55") like its a race track outside. The delivery truck could not make its deliveries. The driver was trying to see if he could skate on the "piss test".
Another collision was the fact that the driver thought that by having a turn signal on, gave you the right to change lanes and make everyone get out of your way. This driver learned a valuable lesson (I hope) after they went spinning off the highway, after hitting the big truck. 30,000 lbs, vs. 3,000 lbs, is no match. You will take the "we no longer have Bell's ride, so I am creating my own amusement park ride". If you are lucky, you may walk away like these occupants......I should have taken a shot or two of the crash.
I then took my Pops out to lunch. He got the okay to do anything, anytime he wants to, from the doctor. A great release when you are 85! Congratulations Pops on your full return from open heart surgery. Tackle the world.....YEAH!!!!!!

I also took some photos of my office view. I would say it can be pretty spectacular, would you?

Radio Silence
Well, I was not able to post yesterday so I will make it up today.
On Tuesday, I was able to run radio silence. The only time that I was on radio, was to go 10-7.
But today was much different. I think that the rain provided the drivers the opportunity to get crazy and change lanes in front of others, turn in front of others or merely misjudge the stopping distance and tag the rear bumper of others.
So I guess that it is pretty embarrasing when you run into the back end of a police car. But what if you are pushed into the back end of a police car after someone rear ends you?
I also would say that it would be a good idea to look before you turn left. Just cause you might see a green light does not mean you should go and make your left turn.

A Quiet Day
Sometimes supervisors believe that they are super intelligent. When they make decisions that affect people unnecessarily, they may actually get a negative response.
I waited for a call all day long. Didn't get one. No radio traffic for me today. I hope it was quiet for citizens of Tulsa too.

Fourth of July Celebrations
Murphy's Law, has its own explanations. And the River Parks celebration is no exception to Murphy's Law. Many people were disappointed that the fireworks was not a spectacular show. but one thing turned over, then another went off and soon there was a massive short display right next to the bridge.
I heard some peole say, "That did not look right." Well they were correct. Just as soon as the show began, it was over. Many people walked away in disappointment. I even heard a comment or two about the city being cheap on this fourth by not shooting off fireworks. I wish Queen Taylor could take responsibility for that disaster, but I know that it was merely a disasterous situation that one plans for, but hopes never happens.
The most amazing thing is that when people leave disappointed, they will disobey any and every law, blame others and get upset with the ones who are trying to keep the egress orderly and safe. I am amazed that there are some who believe that because of their status, or where they may reside, or that they are a wealthy individual, they have the right to travel anywhere at any time they wish.
What made this all interesting, was the fire departments response. See the people would not listen and leave an emergency lane open. So the emergency response was difficult......glad no one was hurt.

When victims can't speak
As a police officer, you may not always tour the city in a radio car. There are days when you have to defend your work. It is called court.
Today was a preliminary hearing on a case where the victim can not speak for herself. She has been reduced to someone who can not comprehend the complexities of life.
The individual who changed her life, is wanting to fight his possible jail time. He has hired an attorney who is wanting to attack the actions of the officers. You see, there is nothing else he can do, except to attack the work.
Based on a pre hearing conference, we were of the opinion that the attorney would be attacking every officer on the stand. Since we were sequestered, I have no idea what happened while other officers testified, but he did not raise any flags or objections on my testimony. Now his stipulation was merely for the preliminary hearing only, so if bound over for trial, we will tesitify again.
All I can say is there were three (3) people on the road that night. One was a witness, one came very close to death, and one who was not injured and has not accepted responsibility for his actions.........imagine.....

Tentative Agreement
Well, we are starting to learn a little more about this tentative agreement. On Wednesday, we shall learn more.
The proposal from the City would deduct your salary 3.1%. This 3.1% reduction in pay would spread throughout the year. The proposal for the FOP is that you can take the eight (8) furlough days anytime you wish, before the end of the year.
I just learned that the Chief wants the days to be used before October 1, 2009. If you do not take them on your own, then they will schedule the days for you.
I wrote a letter to the editor. saying that if they are going to make us take the days off, then we should be able to utilize them at our convenience. I have heard that the Mayor and the administration were not going to allow us to take them off when we wanted. As I understand from talks, the administration were identifying days when employees would be forloughed.
This information was backed up when the Human Resource Director sent out an email that outlined specific days when the employees would be furloughed. It even when as far as designating when City Hall would be closed.
I believe that employees could be furloughed without disruption of city services. I do not think that the citizens of Tulsa should be inconvenienced from this economic downturn. No matter how long it lasts, the citizens deserve the opportunity to continue to live without disruption. I also know that city employees know how to accomplish this task.
I base this opinion on the fact that city employees have been working with the least for years. They have done without necessary equipment, but still have performed their jobs exceptionally. Just one example is when the city purchased vehicles that required specialized tools. The city did not provide those tools. Mechanics either purchased tools themselves or they worked with other employees to get those necessary repairs completed. This is just one example, but I am sure that there are many within the police department, the fire department, the parks department, public works and the zoo. There are many employees that have performed above and beyond, but are they often recognized?

I wrote a letter to the editor. saying that if they are going to make us take the days off, then we should be able to utilize them at our convenience. I have heard that the Mayor and the administration were not going to allow us to take them off when we wanted. As I understand from talks, the administration were identifying days when employees would be forloughed.
This information was backed up when the Human Resource Director sent out an email that outlined specific days when the employees would be furloughed. It even when as far as designating when City Hall would be closed.
I believe that employees could be furloughed without disruption of city services. I do not think that the citizens of Tulsa should be inconvenienced from this economic downturn. No matter how long it lasts, the citizens deserve the opportunity to continue to live without disruption. I also know that city employees know how to accomplish this task.
I base this opinion on the fact that city employees have been working with the least for years. They have done without necessary equipment, but still have performed their jobs exceptionally. Just one example is when the city purchased vehicles that required specialized tools. The city did not provide those tools. Mechanics either purchased tools themselves or they worked with other employees to get those necessary repairs completed. This is just one example, but I am sure that there are many within the police department, the fire department, the parks department, public works and the zoo. There are many employees that have performed above and beyond, but are they often recognized?

The Reason Why We Should
Before even arriving at the MVD, dispatch was giving a call to a midnight officer. Injury traffic collision involving a motorcycle. I am sure that this officer was thinking that this was going to be the worst moment before getting off work.
There was one thing that changed this call. I advised dispatch that I would take the call and that they could leave the district officer 10-8. I imagine I could hear the sound of relief in his car.
Catoosa received the call first. Now it has been my experience that they try to dump calls on TPD cause they are not interested in working them. However, this was our call. The collision occurred in the parking lot of the QT.
Now you would be surprised that a driver, was driving under suspension, driving without insurance and made an improper turn into the parking lot striking the motorcycle head on. Okay, you may not be surprised since there are so many people driving under suspension and driving without insurance. We see it all the time.
We really should take people to jail who drive under suspension and without insurance. We should also seize their cars. The owner of this motorcycle is going to be out his deductible to have his motorcycle repaired.
Fortunately, no one was seriously injured. But oh was he mad. Three tickets later, did not slow down the anger, but at least it was a start for him to see that we can do something small, when someone is DUS, NO INSURANCE and an IMPROPER TURN.

E Day
I took an E Day today, so I could spend the day with the family. We went to Tahlequah and floated down the Illinois River. Yes it was hot, but the water was cool.
E Day's are Compensatory time off. Thanks the the CBA, we have a choice of taking overtime as compensatory time or pay. I will often choose to take overtime in comp. However, my comp time account is full, so I have to use them in order to begin accruing overtime in comp. This actually saves the City some money, but our Mayor does not seem to be a fan of comp time. She would be better off by raising the limits to help with the budget crisis. It would be a win win for everyone.

A Day of Semi's
Well the day began with going to a semi collision. A flatbed semi was backing out of a roofing supply business. Well, he had someone flagging him back, but he still ran into a parked vehicle. To top it off, the parked vehicle was waiting to pick up supplies from the roofing supplier. But this person parked on the wrong side of the street when the semi backed into his truck. He was upset and wanted the semi driver to pay. Well, pay for your own, you were wrong too!
It ended with a semi stopped at a traffic light. The vehicle behind the semi said their brakes failed and that is why they ran into the rear of the semi. When asked if she wanted a tow truck for her vehicle, she said, "No, it is drivable, so I will just go back to work." I guess her brakes did not fail.

Fraternal Order of Police Press Release
The FOP sent out a press release today about the new city budget. This is information that you should read.
A surprising month
Well, May brought us a big blow, if you will. My father decided to cut his yard. After spending some time in the yard he was experiencing some pains. He thought about it and noticed that it may have not been heart pains, but indegestion. Well to our surprise, he went to the doctor. Then he went home and finished cutting his yard.
By the next morning, the doctor ordered him to the hospital. The doctors did some test and determined that he needed a heart valve replacement, triple bypass and an aorta repair.
Now it is almost 7 weeks and he has no pain in his chest. He is back to driving and taking care of himself. He is happy.
Good luck Pops and thanks for getting out of your stubborn mind and heading to the doctor. Also thank you for obeying those orders that drove you crazy for five weeks.

A New Year
I guess that I can say that I was inspired to complete this blog.
A friend from our department has retired and moved onto a new job. Through the Special Libraries Association, they have been working with a program called 23 Things. This has really sparked my interest.
So here is an attempt to move forward and learn new ideas, technology and discover some new apsects of this world via the internet.
So, I travel on this new road. May the road rise to meet me........
